Water Treatment, Filtration and Softening in Rock Hill, SC

Rock Hill is really two water markets, and the right answer depends on which one you are in.

On city water, you are drinking treated Lake Wylie. Rock Hill Utilities’ 2024 report puts total hardness at 35 milligrams per litre, about two grains per gallon, which is soft. A softener has very little to do in a house like that.

On a well, you are on your own. South Carolina’s environmental agency states it in capital letters: it does not regulate the water quality of private wells. Nobody is testing yours but you, and Piedmont bedrock produces a fairly predictable set of problems.

Both come with a published price. $2,900 installed for a city home, $4,500 for a well, and a free test that tells you which conversation you are actually in.

City of Rock Hill, 2024 report

What is in Rock Hill’s city water.

The City of Rock Hill draws from surface water intakes on Lake Wylie and the Catawba River and serves more than 165,000 people once you count the wholesale customers. York County, the City of York, Fort Mill, Tega Cay and the Catawba Indian Nation all buy Rock Hill’s water.

Hardness and disinfectant

Soft water, and one treatment step nobody else here uses

  • Soft. Total hardness 35 mg/L, range 18 to 35, listed as not regulated. About 2.05 grains per gallon by our own conversion.
  • Chlorine, not chloramine. Chlorine as Cl₂, average 1.34 ppm, range 0.2 to 1.8, MRDL 4.
  • Chlorine dioxide 0.169 ppm as a pre-oxidant. That is distinctive to Rock Hill, and it is why chlorite appears in the report at 0.684 ppm against a 1.0 ppm limit.

Disinfection byproducts

The number worth knowing here

  • Trihalomethanes 54.5 ppb at the highest running annual average, but individual sampling locations ranged from 13.5 to 86.3 ppb against an 80 ppb limit.
  • No violation. The limit applies to each location’s running average, not to a single sample.
  • Haloacetic acids 31.6 ppb at the highest running annual average, against a 60 ppb limit.

PFAS and lead

What the 2024 sampling found

  • PFHxA 4.0 ppt average, range 3.7 to 4.4, and PFPeA 4.6 ppt, range 3.9 to 5.9, under EPA’s UCMR5 programme. Neither carries a federal limit.
  • No PFOA or PFOS reported. Those are the two compounds EPA’s 4 ppt limit covers.
  • Lead: 90th percentile 2 ppb, range 0 to 6, no sites over the 15 ppb action level, from the 2023 sampling round.

That trihalomethane spread is the thing to take away. It runs from 13.5 to 86.3 ppb depending on the sampling location, which means where you sit in the distribution system genuinely affects what comes out of your tap. A system-wide average and your own kitchen sink are not the same number, and settling that is what a test at the tap is for.

Published pricing

Two standard rates. Both on this page.

A house is either on city water or on a well, so there are two prices. They are the same in every house we install in, they are the same on the invoice, and they do not move because you seem interested or because it is a Friday afternoon.

A premium national dealer quotes $7,500 to $11,000 for a comparable full system in this market. Ours are $2,900 and $4,500, installed, published. We are not going to characterize that gap with an adjective.

Market survey of the Charlotte metro, July 2026, compiled from Angi, HomeAdvisor, HomeGuide and published Culligan, Kinetico, RainSoft and EcoWater dealer quotes

Custom is quoted, and it usually costs less. If your house needs less than the standard system, a drinking-water system but no softening, say, that is quoted on its own and it lands under the standard rate. The standard is a ceiling for a typical house, not a starting point.

Every price we publish, installed: $2,900 city mixed-bed system with RO · $3,500 dual-tank city system with RO · $4,500 well system · $2,300 coconut-carbon or $2,500 catalytic-carbon system with RO, no softening · $700 tankless RO on its own. See the full pricing page for what each rate covers and what it costs to own.

Nobody publishes a lower installed price. Find one, we’ll beat it.

That stands against both rates, the $2,900 and the $4,500.

Published, installed, like-for-like, Charlotte metro. Show us a competitor’s own published installed price for a comparable whole-home system in our service area and we will beat it. It has to be a number they printed, not one somebody said in a kitchen, because a price nobody will print is not a price.

What we usually recommend in Rock Hill

On city water: carbon filtration at the point of entry for chlorine and the byproducts it leaves behind, and reverse osmosis at the kitchen tap for what you drink. Not a softener. At 35 mg/L there is very little for one to remove.

Well water in York County is a different job

If you are on a well anywhere around Rock Hill, the city’s numbers tell you nothing about your water.

The US Geological Survey’s study of Piedmont and Blue Ridge groundwater found the most common exceedances of drinking-water criteria in private wells were radon, pH, manganese, iron and zinc. Manganese exceeded its 0.05 mg/L limit across six geozones. And pH came in below 6.5 in nearly every zone studied, which is acidic water that quietly eats copper pipe and fixtures from the inside.

What that looks like in a house: orange staining in sinks and tubs, a rotten-egg smell strongest at the hot tap, grey laundry, a water heater that failed early, blue-green staining around fixtures.

Our well water system is $4,500 installed, with multi-stage treatment for iron, manganese, sulfur, sediment and low pH, plus softening sized to your well’s actual hardness reading. This is the one place where a softener genuinely earns its keep, which is the opposite of the answer on city water.

South Carolina DES offers private well owners a $20 coliform test and a $50 metals and minerals panel, free once a year for residents 65 and over or on public assistance. We will point you at it whether you buy from us or not. SC DES, Well Water Quality Testing Services. Their lab is not accepting metals samples June 1 to October 1, 2026.

How the free test works

About 45 minutes, at your own tap. Hardness, chlorine, total dissolved solids, pH and iron, read while you watch. You keep the readings. Nobody here works on commission, so there is no version of this where someone earns more by putting a bigger tank in your garage than your water calls for.

  1. Book the test

Pick a time, including weekday evenings and Saturday mornings. It takes about 45 minutes and it costs nothing.

  2. We measure

Hardness, chlorine, total dissolved solids, pH and iron, read at your kitchen tap while you watch. You keep the readings.

  3. You get a number

The standard rate if the standard build is what your water needs, or a smaller custom number if it is not. Plus the running cost for the first year. Written down before we leave.

  4. We install

Usually inside the same week. Licensed install, tested on the spot, old equipment hauled away.

Rock Hill questions, answered with the report

Is Rock Hill’s water hard?

No. The City of Rock Hill’s 2024 report lists total hardness at 35 mg/L, roughly two grains per gallon, which is soft. If you are seeing scale or staining on city water in Rock Hill, hardness is usually not the cause, and it is worth measuring before buying anything.

Do I need a water softener on a well in York County?

Often yes, and for real reasons. Private wells in South Carolina are unregulated, and SC DES states plainly that it does not regulate private well water quality. USGS found iron, manganese and low pH exceeding drinking-water criteria across most Piedmont geozones. A well test tells you which of those you have.

Where do Fort Mill and Tega Cay get their water?

Both buy finished water from the City of Rock Hill, whose raw source is Lake Wylie on the Catawba River. So the figures on this page largely describe their water too.
